However, the decision not to increase local housing allowance is one that will undermine efforts to end the housing emergency here in Wales. 
 
"Recent research from Shelter Cymru has shown that right now there are just 14 homes in Wales that are available and affordable to individuals or families that rely on local housing allowance to cover the cost of renting in the private sector. At a time when rents are rising faster in Wales than anywhere else in Britain the continued failure to ensure that the true cost of renting is reflected in this policy is one that will only push more families into homelessness and undermine progressive policy changes being delivered by the Welsh Government.
