In 2004, voting with former Commissioner Annabelle Jaramillo, Modrell brought Benton County to the national spotlight by voting to suspend issuing all marriage licenses while the courts wrestled with Benton County's commitment to issue marriage licenses to same-sex couples.

Lawsuit update re: National Guard in Portland Trial, day 1: Law enforcement witnesses describe “startling” tactics from ICE officers
What happened: Wednesday 10/29 through Friday 10/31, we’re in trial in the district court putting on evidence showing that the federal government’s deployment of National Guard is unlawful and unnecessary. On Wednesday, our witnesses - entirely local and state law enforcement officers in uniform - described how federal agents at the ICE building used “startling” excessive force and testified that local law enforcement was sufficient to handle any criminal activity.
What's next: Thursday will mostly consist of the federal government’s case, including witness testimony from DHS and ICE officials. We will cross-examine those witnesses. We’ll continue to make our case that National Guard deployment in Oregon is unlawful and unnecessary - and we’ll continue to share updates as we have them.
