The federal judge found that DHS & ICE “displayed a ‘protracted failure even to care,’” which constituted ‘deliberate indifference’ towards the suffering of residents at Gray’s Landing.
This is a step towards accountability. DHS & ICE violated the Constitution when they gassed Portlanders in their homes.
The court found that DHS was likely _deliberately indifferent_ to the harms to the plaintiffs “based on the quantity of chemical munitions used, the distance from the Portland ICE Facility to impact areas, the fact that chemical munitions are being used contrary to [] agency use of force manuals…”
A federal judge has ordered the Dept of Homeland Security to *immediately stop* using chemical munitions in ways that affect residents of neighboring Gray’s Landing, an affordable apartment building 100 feet from the Portland ICE facility. A photo of the facade of the Portland ICE facility, taken from S Moody St looking SW at the facility’s driveway & front entrance. The overhang above the front door has the typical light fixtures but also what looks like a faux Christmas tree sitting there alone, with fake snow on it.
Does anyone know or have a guess as to why ICE put a Christmas tree looking thing on top of their flat roof? It’s a new addition to the facility this week… curious if this is allowed under city code or could be dangerous to folks passing by…
