Ah I'm hugely reluctant to answer that as it's quite a big spoiler (for Beaumont's arc) and I don't want to ruin it for pasersby. I think the easiest (coded) way to explain is that Beaumont gets a sense of what the Empire thinks is important when it comes to archiving.
