That's definitely part of it, but imo there is merit to the idea that FM radio stations wanted to tamp down on rock's more radical elements. The takeover of the AOR format absolutely neutered rock as counterculture and prevented more artistic, controversial music from reaching the Billboard charts.
It's such an awkward translation of a chanson, man. Like, I'm not an expert of that style, but it's clear Brel ended verse/chorus phrasing early to give the singer and audience room to breathe. Instead, Jacks just BARRELS AHEAD WITH KEY CHANGES
Theoretically speaking, it's a good song, but Terry Jacks' version is the most limp-wristed, saccharine take you could've made of it. Underlying my obsession with the song is the feeling of HOW DID YOU FUMBLE THE ORIGINAL THAT BADLY AND STILL GET A HIT SONG TERRY
