Long story short, it seems that the only path to do this from the *government* side is a tax sponsored by SANDAG which is proposed to certain parts of the county. I don’t see this happening, though theoretically if a chair were ok using the weighted vote, they could do so easily.
The other, AB1413, in its *unamended* form (pictured) would have allowed MTS to put a measure out there for select cities (2/3 threshold). Alas it was amended and my reading of the final text says only consolidated agencies (SANDAG) could do so.

I know when Gloria was in the Assembly, he tried at least two times to get us a clean way to get multiple jurisdictions to vote for something like we’re talking about:

To prioritize, I’d say just SD, CV, & National City.
Logistically, you’d need to place identical measures in each jurisdiction. Then, you’d likely need to get signatures to get them balloted in each so you have a lesser voter threshold to meet (ideally). So you’d really want to pick a few options.
IMO, SANDAG’s regional plan was built more to make everyone happy than it was to create a believable transit plan for the most urbanized areas of San Diego.
Case in point: in one scenario you could take a train to oceanside from the city but no rail to places like north park or balboa park
Good thing thing the city limits are enormous. But I also think coordinating a tax with south bay cities has promise too
My 2 ¢: have a City of San Diego TRANSIT tax measure. MAYBE coordinate with South Bay.
Regionalism only works when your region works together.
Anyone following SANDAG can see board Repubs vigorously fighting for their way or the highway (which in this case is actually a series of highways).
