In many cases, that is because Amazon is deliberately undercutting the manufacturers price. They don't care if they make less as long as you are locked in to buying from them.
For a long time, I used the Bullet Journal method. Look for the base, original method not all the fancy spreads that show up on Pinterest. The base method is modular, flexible, and easy to use.

We work with fulfillment partners for our bigger games, but I don't know if we will be doing that for this project or not yet.
And now I wonder if anyone else is looking at dramatically different ways of getting their games manufactured.
The cards will come banded, so we will stuff each pouch with a folded rule book and the cards before sealing it. This might end up being a lot of work, but I think the games and packaging will look great. And it is the best way we can find to keep the price down on a small print run.
It seems like one of the biggest strengths of manufacturing in China is assembly. They can build and pack the boxes and have everything wrapped up neat and ready to go. For this game, we are planning to pack each copy ourselves.
We settled on these mylar pouches that are often used for food (nuts, tea, candy). They fit the cards perfectly, zip closed on the top and are relatively sturdy. They're also cheap, and you can get them fully printed. We are trying to reduce our plastic use, but these just seem like the best option.
Lots of places offer printed tuck boxes, but those would be too big for these micro-games. We considered the plastic wallets that @buttonshy.bsky.social uses, but decided we wanted to do things differently.
There are some great options for printing cards in the US. The funny thing was, we couldn't find a single place that could do the cards, packaging, and rule book the way we wanted.

I've watched the first season of Tulsa King and the first two episodes of The Lowdown. I have to say, it is VERY apparent when a writer or director actually knows the people and places they are making shows about and when they don't.
The Lowdown feels like Tulsa.
We've started using Atkinson Hyperlegible for body text on everything. It isn't the prettiest, but it is super easy to read.
