Historically they have been sometimes and the province did pass some changes recently but in general ZBLs govern, especially outside of core educational purposes.
I don't know the details of their specific laws but basically the structure is the renting a parking space is a "commercial use" so it has to be both allowed by the relevant zoning by-laws and licensed under the relevant city rules. And, of course, the school board needs to want it (and not all do.)
