BART should be in crisis mode wrt rider experience given the looming deficit and it sure doesn't read that way.

A lot of Californians think that their local schools are paid for by property taxes. For 87% of school districts that is not true. Prop 13 1978 etc keep taxes so low that these schools depend on the state (and thus the stock market!) to meet our per child meager minimums!
