basically there are US DOD instructions now that are completely moot. wonder when that'll get cleaned up...

I mean, it was a BAA. the opportunity was visible to all. I have no idea how transparent internally the process was when the agency was run even in leadership levels by contractors, except for where the contracts get made. that's actual military.
