I saw this happen 2 decades+ ago when Austin Energy, a city-owned & operated electric utility for Austin, TX payed off its wind turbines. They had a sudden drop in expenses. Being a non-profit they returned the money to its rate payers through a 60% discount on their rates. Even before batteries.
