If you see a pet parent with a vibrating collar, likely the collar will have nubs, but can’t shock

If you buy a vibrating collar, you will get a collar that clearly has a shell that looks like it could have had prongs. None of the tech is in there though

Here’s my two cents about vibrating collars for dogs. Vibrating collars are a really good tool to get your dogs’ attention if they’re distracted. Running after a squirrel or something.
