I don't think it's the term. Hegseth is such a clown that he gets a lot of press coverage and people notice what he says. Most of the time the Secretary of Defense is literally invisible to the public and no one has any idea what words he or she uses for anything. Who remembers what Jim Mattis said?
No. The original question from Naomi was "when did it start?" It started long before Hegseth. Hegseth loves it (of course), but it was common and widespread years ago.
I am neither an employee of nor a contractor to the Department of Defense. I've heard DOD staff say "warfighter" many times in presentations at international conferences where many attendees were not US persons, much less "inside" DOD.

It's really just DOD DEI. "Warfighter" is more inclusive than "soldier" and shorter than "soldiers, sailors, marines, airmen, and guardsmen".
