Next still runs a server in front via Node to handle all kinds of things such as rewrites, headers, compression and other middleware. But yes, its impact isn't that big. The article is focussed of what a standard pre-rendered, self-hosted Next.js server can handle
React makes developing it a lot easier and fun, especially to add small interactive components like the tooltip I use everywhere. NextJS builds down to prerendered pages, so its impact should be minimal

Countries need to implement local laws for the directive that are _at least as strict_. In other words, the actual law is actually stricter in some member countries. I did not look into country-specifics, but the "new developments" interpretation is erring on the side of caution.
