[YouTube] "Latest video" endpoint

Added new parameters: `min_duration` and `max_duration`, to allow filtering out videos that are shorter / longer than the specified amount, specified in *seconds*.

DecAPI has received some new feature updates for once. More details on the blog. TLDR below.
Latest video for YouTube:
- New parameter for Shorts to return URL that leads to the "Shorts UI".
- @ handles are now supported. Make sure to begin with the "@" symbol when passed to either `id` or `user`.
