Yes there was a 47% increase of non-uk born residents. But that only changed their percentage of the population from 11% to 15%.

Just to nit pick. You mentioned a 3 meter rule. I assumed you were in Wales as that is where that rule applies. In England it was 1 meter until they removed it last year.

That is about planning permission not legally not having one. There are clearly issues with barriers for some homes.

Many modern HPs are not that loud. Part of the issue is the labeled loudness is a max and not what it will actually run at. It is also directional which is not taken into account.
