A trick someone once showed me for designing light pipes was to make all of the interior surfaces as white and reflective as possible, to reflect as much light out in the direction you want as you can. If you can switch to white PCBs (or paint them!) that might work here too!

A coworker had the idea of making this resistance decade, then somebody decided to make a whole bunch of them and hand them out at different locations (and at customers).
