No luck with the slug traps and I could not find woodlice under anything. I did however find a coin sized hole in the soil nearby, could it be voles?

No, I was wrong, they are not protected in the Netherlands. They are beneficial though and the bee people I spoke to told me to release it.
Could the memo have been about the asian hornet? Those are being hunted here since they kill whole bee populations.
This is a native hornet which is protected. They are beneficial as they prey on many garden pests.

Caught (and released) a European Hornet queen today. She was inside one of the sheds on the allotments.
These are big, 3.5cm and quite scary.
I think those few days extra with flopped over half dead leafs won't make a huge difference. I would try one :)
