"Openness" is always likely to occur on a continuum. While I too would always like to see permission for reuse/adaptation (in the QUBES OER library the default license is CC-BY-SA) some permissions are better than none.
The real issue is cultivating an open culture among scientists and educators.

Valid point about the focus on the role of the license in the definition of OER given that Creative Commons is the source. However, the license does play an important role by signaling - explicitly - the author's permissions for different kinds of use of the OER.
