There are multiple working railroads that cross the Cascades, and an abandoned ROW that could be repurposed (looking at you, Milwaukee Road under Snoqualmie Pass). Three of those routes have daily Amtrak long-distance service.
The problem isn't practicality, it's lack of political will to do more.

State of Washington legislators (60%+ are democrats, with a Democrat governor) had a chance to allow this type of development state wide but didn’t pass the proposed bill for the 3rd year in a row because they aren’t actually serious about walkable neighborhoods with lower emissions.
As much as I enjoy weather just barely warm enough to bike to UW, inhaling all the exhaust from morning traffic sucked. Makes me wish I could wear a gas mask or something.
