I’m pretty sure most immigrants come to the UK for a better life, to contribute positively towards the UK. To do this they need certainty. How are going to contribute with ongoing uncertainty concerning their status? 2-1/2 year review, etc. Not everyone comes to the UK with criminal intent. FFS.
