I hope they get great people too but as someone with a really tiny amount of insider knowledge, paying below market rates has hindered them bringing in experienced computer-types in the past (and seems like a pattern for non-computer-types too www.researchprofessionalnews.com/rr-news-uk-c...)
And also utterly infuriating to see a Β£60k salary against head of cyber security there given the past few years.

I reckon you're reading way too far into it. Small-ish cohort and departments who want to co-operate = decision made (I don't know for sure, but that's my rough guess). Anything ethical is posthoc rationalisation.
