Parallax absolutely helps, but also don't forget that different hues do contribute to the contrast. Here you have gray and blue against red/yellow.
I guess the major catch is that different hues are somewhat lost if you're colorblind, so how much contrast they provide depends on the person.

btw Flicky and Fatal Labyrinth did come out on cartridge later so there's precedent. And Doki Doki Penguin Land MD is not exactly a short game despite being small footprint-wise (there are over 30 levels and it can take a while to figure out each puzzle)

I wonder how the whole thing played out, since in an interview about the MD launch they said that they wanted to let you download games to floppy disks. I imagine that Game Toshokan was an off-shot of that idea after the floppy disk drive was cancelled.

I think it's more that they made games exclusively for the service, and later decided to repackage them into collections. They had to be small games because they had to fit in 48KB (they're downloaded to work RAM, the cartridge doesn't have its own extra RAM)
