I don't see how that is hard to understand for people. It constantly makes me sad how journalists fail to understand.

Acceptable use has everything to do with reducing organizational exposure from users private use of corporate equipment. If there is no sanctioning capability, one would struggle to get rid of users who misuse their equipment. It's not usually about blocking, but controling user actions.
