There’s a big problem with people putting aftermarket LED bulbs in headlight assemblies built for halogen bulbs. Read Amazon reviews for a depressing number of examples. It’s already illegal, but there’s no penalty with teeth.

But it’s one of the biggest causes of blinding headlights.

Nuisance vehicle modifications and modified exhaust systems harm neighbors, endanger pedestrians and bicyclists, pollute our hair, and endanger public health.

It’s long past time Washington take a harsh line against these destructive and antisocial vehicle modifications.

The bill would require offending vehicles to be impounded at the owner’s expense until restored to factory condition.

It would also allow cities to install automated noise cameras, in line with the existing allowances for automated traffic enforcement. Noise camera fines would be $500-$1,000.

I think the big thing is we need to be comfortable adjusting hours of operation and school start times, regardless of which option we choose. They do that in Alaska, but it would be a big culture shift here.
