The translator chose to keep it inline but denote it with dashes to maintain the Japanese paragraph structure. Not sure what I would have done, but it's interesting since this year's JLPP story has very similar techniques and POV choices.
This was more emphasis to me that Japanese writers think of POV very differently than writers in English. Or perhaps the translation wasn't successful in places. I did feel like dialogue formatting was awkward in English. There's lots of direct quotation that's inline rather than quoted.
