If you were writing for a journal that was not in your first language, what would you do?
It's the same author on all three references!
I wonder if some "plagiarism" software has simply picked that up, rather than it being some novel finding that hadn't been reported or cited before.
Or maybe they were simply describing something well known in the field in a way they always do in that situation.
It's not uncommon to use the same turns of phrase to introduce a topic that become second-nature to repeat every time you talk about it.
Usually, any article that appears in an academic journal has also been presented at many conferences prior to that, but there is no requirement for each of those presentations to be mentioned or cited in the paper.
And textbooks are often not considered 'academic enough' to be cited.
But I don't really understand why this is plagiarism?
If they have "reused" material, it was from a conference report and a textbook chapter that they wrote, not a previous journal publication.
Is it possible that different fields just do things very differently?

It's not enough to say that it shouldn't have been stated when it was.
There are real structural barriers to RCP fixing this when they have people on the JRCPTB who will be resisting it.
