In my experience URP is all but stable and bug free..
Your setup definitely looks correct to me, probably a bug in the URP version you're using. The URP source code used to be on GitHub though so my advice is to try to debug the issue by looking at the code for your URP version.

I build my own tech! Currently working on a little framework and sketches/games using it.
This looks very good! Do you simulate the half tone process by using dots at a high resolution and then downsampling them? I've had similar ideas related to analog film emulation!
