Civilians depend on essential services such as water, gas, electricity, and sanitation, among others, for their health and survival. To function, such services are often supported by critical infrastructure. When this infrastructure is attacked, the effects on civilians can be devastating.
Civilians and civilian infrastructure that provides essential services must be protected.
Even wars have limits.
