This is because many features are now moves to "Core plugins" such as "Comments", "Tools" and the "Rest API" which can be enabled on demand but most are disabled by default.

WLP v2 is now almost 4x lighter than #WordPress and 2x lighter than ClassicPress - only around 100 wp-includes files are loaded (WP = 388 and CP = 203)
