those large displacement scooters exist as a weird niche product but you will never see them around in cities. the average scooter you see around in the city is a 50cc or 150cc clutchless singlespeed that will not comfortably do highway speeds. they have almost nothing in common with a motorcycle.
not sure where you got the idea that scooters and motorcycles have similar engines. most scooters are between 50 and 200 cc. those obnoxiously loud Harleys are generally 1200 to 2000 cc.

i played a ton of this as a teenager, it was free and remarkably competent relative to the early CoDs and other contemporaries
