Apparently this was some early-ish Obama Era recategorization of streets in various cities that's coming back to bite us. For a while it helped with federal funding but now we're seeing the downside to it.

Vickrey: "One of the advantages of this type of charge is that you discourage the peak use at the same time that you encourage the nonpeak use."
Congestion charges have been enacted in quite small cities in the UK, notably Durham (population 50,000) and Oxford (population 165,000). The assumption that congestion charges are only for cities on a New York / San Francisco / Philadelphia scale is not necessarily correct.

Lotta factors at play here: TikTok + Citizen + NextDoor + Local TV News + X accounts that game the algorithm. Ultimately, it all stems back to the fact that everyone's walking around with a handheld video camera in their pocket these days.
