Is that a 400V Delta supply? Is it a switching circuit? Is it that a single phase circuit where the armor alone isn't enough for earthing so one core is being used as a CPC?

Then there are circuits with multiple switch control.
Old colours Red, Yellow, Blue, Black with red sleeve. +CPC
New colours Brown, Black, Gray, Blue with Brown sleeve. +CPC
Depending on the method used Brown, Red are often Live in. All the others are to do with switching / live return. 🔥🔥🔥🔥
Oh yes switching circuits.
For switch drops it is common practice to use what would have been the neutral as the switched live return (black old standard, blue new standard) with a bit of coloured sleeving (red old standard, brown new standard) 🔥🔥🔥

So in buildings with mixed colour code systems you can get.
Red Live / L1 3 phase
Brown Live / L1 3 phase
Black Neutral
Blue Neutral
Yellow L2
Black L2
Blue L3
Gray L3
So those blue & the black wires you really need to be sure if there a live or a neutral 🔥🔥
Then you get old installations that have had new additions since the new colour codes came in. So there should be a warning label on the distribution board about mixed colour code systems. 🔥
There is an older historical colour scheme that can still be found old installations in use.
Red Live (L1 in 3 phase systems)
Black Neutral
Yellow L2
Blue L3
Green Circuit protective conductor
Here we get on 230V single phase
Brown (live phase conductor. L1 in 3 phase systems)
Blue (neutral phase conductor)
Green/Yellow (circuit protective conductor)
3 phase 400V adds in addition
Black (live phase 2 conductor)
Gray (live phase 3 conductor)

Ahh with a fresh set of eyes and a cup of coffee and Ardour memory limit is resolved.
It was just a thought as I had to resolve the same problem with pen/display alignment I was having. Not Windows.
Hopefully someone who knows the answer for Windows 11 sees your post.
figured out yet but then I can't see myself ever using 4Gb of RAM editing audio.
In all this has taken up less time than it would normally to install and set up Windows and Office. Also no forced updates so I can do a system backup before installing updates.
The alternative driver took a little bit of playing to get the pen position correctly mapped to the display.
The Beringer audio interface took a little fiddling with drivers and app settings to get working with Ardour. There is a 4Gb app memory limit that Ardour is notifying of that I haven't
So ditching Microsoft and running on Linux. No issues with installing Ubuntu on a modern HP laptop. Thunderbird Email, LibreOffice, krita all working and do what I need.
Setting up the huion kamvas 13 required fiddling with drivers. The wavcom one in Ubuntu didn't function correctly.
