IZ costs less than building new 100% affordable projects & gets you into higher opportunity n-hoods. Whether acquisition & rehab is cheaper than new construction depends case by case on condition, location, etc. Often A&R capex is similar or more, w/higher opex. Definitely not a 2:1 ratio.
They should go hand in hand. Reforming zoning allows buildings to get built. Inclusionary buildings are integral to breaking down the exclusion.

Housing affordable at 60% of AMI if it is subsidized & subject to a deed restriction or regulatory agreement SHOULD be exempt from property taxes—-regardless whether it is for profit or nonprofit. Lots of private schools, social clubs, churches, etc that provide less social value are tax exempt.
