There are no hard and fast rules about what makes a jewel no longer usable though. Planets have their own ways of handling their focus jewels, and while the Galactic Accord has guidelines, they aren't laws. (cont)

Jewels that are too worn down, that have a changing or fading magic signature, or just show a lot of wear and tear, such as excessive cracks and chips are often removed from circulation and broken down. They can be used for Wishing Dust or energy creation, or, essentially, batteries.
Nearly all planets keep a registry of focus jewels - magic signature, history of use, previous magic manifested, color, wear and tear, etc. Less to do with the user and more to do with the health of the jewel. Most focus jewels will run out of magic eventually, and can kill their users. (cont)
When a Gem user gets additional magic beyond long life, it's called "breaking" mainly because many Zyearthling community believe Gem magic makes a user "broken." But that's a whole social thing for another time! ;) (cont)
But if a focus jewel doesn't always grant magic, such as Lexi Gems, the registry might be harsher. All Gem users have extended life, but only about 20% of users are granted a magic beyond that, such as healing, elemental, or cloaking. Everyone is NOT "equal" and some community reject magic. (cont)

Stigma and registry strictness often depends on the majority focus jewel in the area. If the jewel ALWAYS grants magic, such as Continuum Stones, the registry tends to be less harsh. Everyone has magic, so therefore everyone is "equal" at least socially. (cont)
While the Galactic Accord insists that their participating planets must have laws protecting those registered from being retaliated against, and laws that fight favoritism or discrimination while hiring people, there are those who find ways around it if they want to. (cont)
That being said, not everyone likes the registries and many claim it feels like being put on a criminal watch list. Healers already hide their magic in droves because of the social stigmas and stereotypes, but also because the registries are public. (cont)
Additionally, those with registered magic are expected to take bi-yearly assessments that show what level of control they have and how strong they are, and they take regular classes and trainings to keep that magic under control. This is a REQUIREMENT to be in the Galactic Accord. (cont)
