Ahhh, I have used Happy Scribe, or funnily enough, if you can download it as an MP4, and send it to yourself in Slack, it will come up with a transcript option. Bit messy and clunky. Hope others might have a more elegant solution...
Was also looking into this; if you own the video, in setting / manage, under languages / captions you can download transcripts as a txt file, otherwise you'd have to use a 3rd party tool. HTH
