The only thing I'll say is that the temp voice for Chief is clearly Steve Blum, who wouldn't have been hired as just a temporary voice. I think it's perfectly valid to believe that 343 were at least considering replacing Downes to the point of hiring a new VA, and upon feedback early on reverted.
