What is happening with California snowpack this year is an example of #climatechange: more extreme storms that bring rain and snow; too little snow compared to rain; and rapid loss of snowpack due to rising temperatures. Snowpack is just half of normal & melting far more quickly than average.

The words coming out of Trump's mouth are 100% reactive, a reflection of what he believes will impress/pressure/deceive the people he's talking to. Again, the most useful comparison is an LLM trying to complete the prompt. He's doing autocomplete all the time, independent of truth or reality.
Wouldn't be surprised if Ratcliffe goes the way of Hanssen or if he is simply in lock step compliance with orders from the deeply compromised "Krasnov".
