Sweeps and even outreach don't get people into housing. People lose their phones in these sweeps, and shelter waitlists are long (housing waitlists are longer). Sweeps are disconnecting people from housing. Getting contact info for people who are displaced & lose their cell phones isn't a "plan".

We reached out to our City Council office about another encampment that gets swept 1 to 2 times a week. Here's what they had to say:
[O]utreach is provided to this location, with most of them on interim housing waiting list. Outreach teams ... plan to find them should they relocate.

They have talked down on us called us bums and told us that we don't have rights to anything because we live on a public sidewalk."

"I have been homeless and living in a tent on [REDACTED] for a little over 2 years now .. anytime sanitation has come they have never stored anything of ours they just throw everything away including tents if it's not moved by the time they get here.. they are also very rude and disrespectful.

Lucky for her, the subcontracted eviction lawyers were also missing paperwork-but it took an eviction defense lawyern to find out. Every part of this was waste. Bold leadership takes the vision to build a better system, not just trying to cut out bloat from a truly broken one.

One of our members was nearly evicted because somewhere along a chain of subcontractors, someone failed to file her paperwork with LAHD-the agency that is also her landlord. LAHD subcontracted out management of the building-that agency subcontracted out casework.

This isn't any different from what we see in health insurance: inflated CEO pay, waste & inefficiency, and massive gaps in coverage. But there are CEOs of service providers that make more than the mayor. These private nonprofits aren't subject to the same transparency rules as government either.

A lot of the conversation around this specific grifter misses the point. As long as LA refuses to build its own infrastructure for homeless services, these public-private options are going to lead to fraud, even the ones that are playing by the rules.

Some LA advocates feel the annual homeless count doesn't work | LA Local The homeless count is a snapshot of the current population of people living on the street. Some advocates feel it doesn't capture the reality on the ground.

The PIT count's only use is in unlocking (not enough) federal funds. The federal government doesn't provide enough funds for the roughly 600,000 people who are counted as unhoused every winter in America. But that number is an undercount. By a whole lot.

Rather than develop these services "in-house" with oversight, zero profit motive, no overpaid CEOs, and transparency, the city shifts the responsibility and blame to private partners. While not all are intentionally evil, plenty of them are just grifters.
