That implies an entire industry of clothes-making - from raising the wool/cotton through spinning/dying/sewing to machining buttons and zippers. With only 10K residents, it feels like that's all they would do.

I'm halfway through the first season of Silo and I'm obsessed - not by the many mysteries of the main plot - but with the way the society itself functions. Like, who makes their clothes?
