EU foreign policy is a mess because the Lisbon Treaty is a mess. Hence EU “high rep” title not EU “foreign minister.” Member states want the EU to be strong and speak with one voice but hesitate to make the trade: control (sovereignty) for strength. And the end result is they get neither.

Y por aclarar: no digo que se haya activado ese artículo explícitamente, digo que ese artículo establece un marco común en el que la cooperación informal también debería ser la norma. Si caen misiles en territorio UE algo tendrás que hacer, aunque los haya causado un ataque ilegal e injustificado.
Si un estado miembro de la UE pide ayuda en tareas de defensa estamos obligados a responder (TEU 42.7). Creo que esto no tiene nada que ver con ayudar a Estados Unidos en acciones ofensivas.
