Technical difficulties: 40 seconds
The ref looking at it: 58 seconds
The ref making his call: 26 seconds
Restarting the game: 24 seconds
Only if we change football into a binary sport like its American cousin. Did the ball touch a toe? We lose the penalty. Did the ball touch a hand? We gain a penalty.
If there's interpretetation, it's still four minutes instead of five even if the VAR overrules the ref.
A 5 minute stoppage may work great in the US, because it's another chance to show junk food commercials, but for football is awful.
