I think there's some stuff to consider, like how page length can be variable based on a number of factors, like word wrap. I think word length, besides being more precise, is also more reliably always paying for the same thing

Recently I had a comm where I had to go back and fix something after calling it finished because both the commissioner and I had forgotten a subtle patterning. I think that case was fine, since it was something that was clearly on the ref provided in the first place
