I'm not a lawyer but I've been arguing with people for years that laws don't prevent people from doing an action. The purpose of a law is to provide a means for holding someone accountable for an action. As you pointed out, we need legislators, judges, and law enforcement willing to enforce the law.

The question I get more than any other as a trial lawyer is "how can they do that? Isn't that illegal?"

How can the cop lie under oath? How can the landlord evict me for my religion or race? How can my job fire me for being queer? Isn't that illegal?
