The second thing required is market scale. You need simplified flight controls (allowed by MOSAIC) to expand the market for personal aviation so that new people enter the market so that you can sell many units and get economies of scale in manufacturing.
For one, type certification needs to go afuera. This is already happening with the MOSAIC rule for aircraft that qualify for that (basically, have a low clean stall speed).
A Honda Civic EX costs $27k and weighs 1,650 kg, for $20/kg.
An airplane is not more complex than a car, but it costs 40x as much per kg. What would it take to build an airplane for $25/kg?
