The remainder would be due to propaganda. Propaganda works. This group believes either that bad things are not actually happening, or that they're a necessary evil to avoid something even worse. Often they believe both simultaneously, because cognitive dissonance is pronounced in this group.
Second, there are the true jerks who frame their worldview around identifying scapegoats and punishing them. They crave strong leaders who will make life bad for Bad Kinds Of People. That's maybe 25%. They exist everywhere, but they're usually outnumbered, so their effect is easier to overlook.
I speculate there are three components.
First is the usual 5-10% baseline wrong answer you get in any poll. 5-10% of poll respondents would tell you birds aren't real or the Earth is flat. They're either messing with the poll, misunderstood the question, or can't comprehend reality.
