Something like that. Though even getting a powered USB hub didn't fix it entirely. I'm guessing there were some data transfer issues too. I'll have to install another PSIe card at some point, but for now dodging the issue by using Bluetooth instead.
I'll do a write up of all the troubleshooting at some point. Turns out it wasn't a Windows 11 issue (though that OS still has its issues...) but a computer hardware problem.
Got a new tablet and it works beautifully.

Oric is exercising and doing push-ups. Below him, there is a city. The exercise has Oric rather sweaty and that sweat is dripping down onto the city as rain. There is a panel in the corner that shows a closer look at the city and visualizes the rain better.
Sudden rainshower? Guess the meteorologists forgot to account for macro exercise. Well, I'm sure you don't mind not having an umbrella, right?~
