For personal topics I get things like "I don't have a tidy answer for any of it." rather than exploring possibilities. When coding, it prematurely summarizes its work on a task as if the whole project is complete.

What are the user expectations? Do you mean like Figma & Google Sheets? A lot of web apps I use daily and like (Asana, Google Drive, Gmail) seem like they would be as good or nicer as trad web apps circa early Basecamp era (in-line editing via XHR), but I don't understand development at your level.
A huge problem with organizations is that there is often an obsession with the information architecture (the org chart) and no one deals with the interaction design (how people communicate and collaborate in order to achieve coherent goals).
