Even during the Special Period, the Cuban government refused to engage in austerity. One of the few governments on earth where the leadership genuinely believes in their humanitarian principles.

If the oil supply from Venezuela to China is cut off, it'll lead to inflation in US products which are mostly made in China. It won't lead to a decrease in gas prices because US not only has plentiful oil such that it is a net exporter of oil but US oil is less crude and so cheaper to process.
