Perhaps. Land Register titles will reveal and also reveal (in all probability) who owns western part still on Register of Sasines.
The land around base plus eastern part of island and foreshore of W part are on Land Register. £3+VAT to buy title. Suspect pink is Crown foreshore but no idea who owns western part but for £3+VAT you can find out. scotlis.ros.gov.uk/map-search
